A Chromebook cannot be turned into a touchscreen if the hardware is not designed for touch input. Touch capability requires a digitizer and a display that are compatible, and these cannot simply be added by software or through a settings change. Nevertheless, one could hook up an external touchscreen monitor that is ChromeOS compatible and get touch functionality that way. Some users rely on stylus-compatible touch screens or use Android apps that simulate the mouse as a way of getting touch features. In case a touchscreen is a must-have feature, then the best and surest way is to get a Chromebook touchscreen. Before making a purchase, it is always a good idea to look at the specs of the device to see if it can support touch input.
